Britain Doesn't Have To Pay The Brexit Bill Say Peers In House Of Lords

Britain is the second largest net contributor to the EU budget and our leaving is already causing a hole in their plans. And if we leave without picking up this exit bill then they're in a worse position again. Our not legally having to pay it should concentrate some minds.
